#The steam overlay does not work

In the meantime, please ensure you are running the Steam client as an admin, check for any pending updates, and give the client a quick restart.
I cant exactly record at the moment but I can state a few things wrong
such as the game not working when I launch it from steam normally
I have to launch the game as an administrator but doing so breaks the steam overlay
Could you clarify what you mean by "not working"?
F12 doesn't take screenshots, the framerate indicator in the corner I have enabled does not show up, and shift + tab does not enable the steam overlay

the game gets stuck on my computer
and won't close
I have to open a separate desktop to close it

what I mean by this is that it freezes on the tinybuild logo

That's a known issue with the game's engine and Intel's CPUs gen 10 and newer. Please start by following this guide:

I'm using an amd cpu

but it's the only thing that fixes the game crashing
In general, it's best to run Steam with admin rights, as not doing so can cause multiple issues—not just with Hello Neighbor, but with many other games.
The overlay should be working, so this sounds more like a Steam client issue rather than something with the game itself, especially since this is the first time we've encountered it.

I have mods installed but none enabled, I've attempted removing them and it did not work, and I'll try providing a dxdiag.txt file and a video soon
Also suggesting you run some Steam client troubleshooting before sharing any of the above.
