Add a security camera system (like the one in hg and hn2). Observing NPC behaviour is pretty hard when you sneak around their houses, because they can always interrupt their tasks and catch you. With security cameras you can easily observe their tasks and goals and be able to manipulate them better

maybe a Police Station where all the cameras are conected, that will introduce a new NPC like an old police officer or sheriff
