Clown neighbor’s smoke bomb not exploding

When im clown neighbor and throw the smoke bomb it sometimes doesnt explode or even get thrown and i still get the cooldown for it. And i spam Q and wont work even after cooldowns. And when it doesnt work the whole round i cant use the smoke bomb.
