At the moment all the hammer is used for is to fix saucepans, and i havent seen anyone use a hammer to fix one, its useless really
Maybe take a note from RBO/HN2 and let us board up windows/doors with the hammer, it would also help make the neighbor feel more like.. the neighbor..

The neighbor camping the basement while constantly reblocking every entrance point or lets one in blocks the door again and unfairly catches them

I could imagine the hammering to board something up being about 6 seconds or so, which should give the players enough time.
And even if that’s still not enough, just stun the neighbor a bit and get into the basement with good enough movement
