Is the issue youre describing the Hello Copter DLC in the main menu not having a "new game" button?

Or is the hello copter just not spawning

Thats because unlike the School and Library DLCs, the Hello Copter does not add a new level to the game
Once you have the DLC it automatically spawns in a box in the Players house in the Main Game, and in the case of the other 2 DLCs, right next to the Players spawn

You can pick up the hello copter and throw it, then use the monitor to see through it and move around with it
It also has a hook with which you can grapple some items

They wanted to have it on mobile at one point but now it seems rather unlikely
