At least some of the neighbor's houses should have power boxes outside. They might be boarded off or locked, but can be opened with the right key or crowbar. Once you can open it up and turn the power off, the house will go dark, making it unlikely for your neighbor to see you at night. However, they will notice and soon go outside to turn the power off.
