The Librarian in late fees DLC Is the only neighbor in hn2 that doesn't have any task..(without counting the guest Who doesn't Need any)She Just roams around the library endlessly..
Some ideas could be:
Making her put some books in Place or blowing away dust from shelves
Making her sit in her desk at the centre of the library(the One with the black Key) and make her read something
Or maybe Just making her stand still every once in a while to write something on her notebook..

Yeah It looks like She Is Just standing Still..they should really add some REAL tasks for her cuZ the janitor at least has two(cleaning the floor and painting the Wall) while She really has 0
