Add vandals that make graffiti to the bg houses and kick trashcans like in the E3 and when neilsen is not in the peterson household he should be roaming and stoping vandals, he should also be able to buy stuff from the bakery. There should also be bg cars and bakery trucks. And maybe a police car and the man in the hat in a bus stop.

EDIT: when you finish the fountain puzzle imbir should roam around like in the alphas.

EDIT 3: They should add a water tower and since raven brooks has storms alot, they should make the level before ruined town slightly ruined, for example, loads of leave piles, and scattered objects, but don't make it too ruined.

Also add a bit of foliage, I'm not exactly sure but in the release of hn2, it had way more foliage. So basically make a viarity of grass and bushes and trees and dead trees, ECT.
