he cant have 4 slots anymore

there is no need for a video because thats just what the bug is

it doesnt work on consoles either which is fun because baggers achievement is one of the only ps4 ones i need lol

The achievement works, as Kimon said. I've tested myself.
With 3 keys in your inventory, try to collect a fourth, a key will fall to the ground and the achievement will be unlocked.

This is how you're meant to obtain the achievement now
With 3 keys in your inventory, find a 4th one, and pick it up with one of the keys you already have equipped to swap it out, then you should get the achievement
