Neighbor becomes unable to grab me when I'm standing on his car, even when I'm perfectly within his reach, and stops being able to grab me even when I get down from the car. He just runs after me but isn't able to do anything once he reaches and bumps into me.
Overall, NPCs are unable to grab the player from even remotely tall spots, even when anyone could easily reach them by jumping or climbing.
