This character is too unbalanced. If there is Otto in the round, then it is almost impossible for children to win. It only takes two shots to knock a child down, and the reload time is too fast.

I'd say when he reloads, it's slower and he only reload 1 bullet. The shotgun deals less damages, like maybe one shot is like throwing an item.
