First off you should be able to turn off the radio in the banner so you can think, i personally don't like how it keeps playing the same static noise over and over and i think you should be able to change the station to perhaps some music. However, in free roam I plan the radio to have a different ability. When you beat the game and enter free roam, using the radio grants the player to play any song from the game. Chase themes, suspense themes, simple ambience themes, and if you own the proper dlc you can play dlc songs. (Hello Copter anyone?)
Maybe something will indicate you can use the radio in free roam so players will know of this feature.
