There should be 3 types of fear levels that effect the kids differently.

Fear level 1: this is the smallest fear level. This fear type allows the chase music to play and the screen to shake but the edges of the screen do not get dark and you do not hear your heart beat. The guest's scaring croak only drops the item being held and the scaring croak stun time for kids under this type of fear is halfed. The butcher can still smell this type of fear however the trail disappears 50% faster. This is the type of fear kids have whilst having counterstrike charged or whilst under the inspiration effect. This would be a good change as it allows the kids to have a slight advantage against the fear debuffs with their abilities but doesn't undermine the advantage the neighbor gets when he uses his abilities that involve fear

Fear level 2: the normal type of fear you get when you see the neighbor. Chase music still plays, your screen still shakes and the guest can scare croak all items out of your hands as normal and the butcher can still smell fear. Inspiration and counterstrike can still remove this type of fear however it will turns into fear level 1 which cannot be removed whilst engaged with the neighbor. Fear levels one and 2 obviously won't stack.

Fear level 3: you get this type of fear if you have any fear effect for longer than 20 seconds and will stack with your current fear level. Fear level 3 makes you scared enough that it causes you to do 50% less damage when you throw an item. This will make it so if kids are engaged in a fight with the neighbor for too long they will slowly start to do less damage, giving the neighbor the upper hand in a fight. This will encourage kids to play less combat based and not try to kill the neighbor and instead run away. Fear level 3 diminishes/resets after you no longer are engaged with the neighbor (basically when your current fear effect is over) and you can always avoid this level of fear by running away from the neighbor

Also, hiding in a closet should no longer remove fear, or at least not be able to remove fear levels 1 and 3

Detective should get fear tier 3 the fastest and for Brave it will take the longest to get fear tier 3
