Level Editor basement no longer being restricted to the ground floor

I know its supposed to be a basement but the level editor basement is more like a random room the kids have to get in. I feel like the players would have much more options for creative map design if they could place the basement on other floors aswell

I was actually working on a map

that was above ground for an effect

(tried to make it look like the house was in space)

but then I had the basement

I had to unnaturally add a staircase to it

it was so frustrating

I heard it was possible to place the basement anywhere before is that true?
