TinyBuild themselves have confirmed Secret Neighbor is a game they aim to get on every platform possible.

Err, as many platforms as possible. So that many people may play it.

More than likely, Roblox Secret Neighbor was made as a way for people with low-end PC's could play as well as to hold off the Android crowd until they finally managed to port Secret Neighbor to Android.

Now, to adhere to my word that I actually have a source, here are the screenshots of a conversation between a tinyBuild community employee and myself. Specifically one of the ones running the X account.

It is outright said it is their goal to make the game available on as many platforms as possible.

They also state "In the meantime, please keep in mind that there is a Roblox version..."

Which heavily suggests that Roblox Secret Neighbor is something tinyBuild is using to bode over the Android fans. Possibly experimenting to see how many people on Android are actually reeled into the Roblox experience and making a decision whether or not to proceed with an Android port.

I've already proven multiple times it could run on Android fine. Secret Neighbor isn't this huge grand game.

We're talking about the same phone that runs Dead By Daylight at 60fps, right? As well as Dead Trigger, Dead Trigger 2, and PlayerUnknown's Battlegrounds? Call of Duty: Mobile?

There are WAY more demanding games on Android than Secret Neighbor running at 60fps. To say it can't run is baseless conjecture.

The reason it chugs on Roblox is because your phone does not have the files at the ready to handle Secret Neighbor. It doesn't have Secret Neighbor textures or models pre-installed, meaning they have to be temporarily installed while you play the game, causing the issues.

"Loaded in" you could say. If you download an app, however, all models and textures are pre-installed, causing the only loading to occur being connection to a server.
