There should be random scenarios all over town but of course there'd be a time duration of how long it'll be for. Like for example, a sudden blackout of the town maybe that'll be a good time to bring back the flashlights.
Another random scenario that'd be cool is when police cars block a certain part of the map like a crime scene or something, forcing us to go to the other side.
It'd be cool if the Mayor can have a parade float and parade over town maybe there'd be balloons of golden apples and crows flying on top with music playing along the way. Maybe he'd have multiple cars around him like his bodyguards or something. And maybe if we block the road maybe they Mayor will get mad and probably tell us to move out of the way.
Vandals would be cool to return maybe there'd be a scene where they toilet paper and put graffiti over people's houses maybe we can clean them. But if the vandals see us maybe they'll run away or something I don't know.
