Explain the XP card

The one and onely rare XP card can be found around the map somewhere hidden but when you use it sometimes it can give you literally NOTHING then the next time you find it it gives 2 whole free levels

Exactly what I thought, I found so many about 7 and they bearly made a difference... only once it level me up once and a half.
