I think you should be rewarded for beating DLCs in the main game, more than a simple achievement. So perhaps if you beat Back To School you'll be able to encounter the Janitor and his dogs in Raven Brooks proper (free roam of course) they'd help breath life to the town and hey, now you can play fetch in free roam with Gunter!
