After the mayor part when you go back to the museum, when you unlock the door where you get the bear head, the neighbor immediately goes to that door, looks at it, and doesnt move at all and just stares at the door making it impossible to do the bear head puzzle.

It's like fake tension, the neighbor goes there and won't move so you have to get him to move or you can't do the puzzle
