Sometimes NPCs will pick up an item, put it back down, and repeat over and over until you distract them. Some examples I've seen are with Nelson doing this with a paint can in the secret room in the neighbor's house, Otto with a crowbar, and Mr Peterson with another paint can in the boss fight.

Have you reset the game and played through it?

Or have you just loaded up the game right after the update without resetting your progress

If you load it up after the update and not resetting your progress the AI gets all broken and messed up causing it to do that

Delete your save file, and playthrough the game again

#

The glitch shouldn't occur after that
