I think in the concept art the Mayor's house looked more unique because of the marble structure and brighter lighting. Whereas currently the wooden structure and cooler lighting makes it look a lot like every other residence in RB. Also because of the reused assets like the blue wall lamps and striped wallpaper we see in the other residences. And of course the Orange paintings.
