Ted Should Place Bear Traps

As of now, Mr. Otto is the only character in the game that can place bear traps in normal play. This is strange, considering the Neighbor was known in the first game for placing bear traps. I believe that he should be able to place bear traps in the nighttime segments and in free roam rather than just in the boss fight.
