I wonder though, is the security system related to the sewers in some way? Seeing as their accessed from the fountain in front of the Mayor's house, presumably run under his house, and he's a known cult member it might make sense.
OR
There might be a new entrance to the sewers in the Mayors garden like the one by the News Station, and the security system is guarding that.
That actually makes more sense.
It would certainly make the garden more interesting.
