penalty timer

its almost impossible to get into a penalty match so add a timer that is about 5 or 10 minutes depending on how many penalties you got

1st penalty of the day gives you 5 minutes to wait
2nd penalty gives you 10 minutes
3rd penalty gives you 15 minutes
when the timer reaches 0 the penalty is gone

I've never really got penalties but I've never understood what they were thinking when punishing quitters

yeah the penalty needs to be changed

it takes all day to get at least 2 matches
