Hello-Copter Update

Hello-Copter needs an update, I think it's an ok DLC but it would be cool if there would be a starting cutscene of Quentin building the Hello-Copter and trying it out. It would be funny if we can use the hook to grab people's hats like Otto's or the Mayor's, and maybe add some exclusive additions that you can only get with the Hello-Copter DLC.

If you could only get certain items with the drone, it shouldn't be anything that gives players an advantage

Other than that, I like this idea
