(please read the whole post)The game has terrible performance issues but has really low gpu, cpu and memory usage. You can clearly see in the video, the cpu usage is at 30%( it's at 20 when I'm not using obs to record) ,the ram usage is 37% and the gpu is at only 12 or 20%.(no mater what grapics settings I use the usage and the lag is the same.)
My specs are: gtx 1050ti , processor is I5 and 16 gb of ram. I know that my pc isn't the best but I find the fact that the game is using so little of my pc resources and still lags really odd. (I don't have this problem on the dlc's only on the main game.) I had this problem since relase and with every patch it only got worse. I haven't seen anyone having this problem so it might just be my pc but I though I should post this here.

-Yes I tried switching to fullscreen but it didn't help.
-It's a pc.

Also a strange thing I noticed,the game seems to run fine during nightime segments and in the free roam mode at the end of the game.
