I think it would work like this then:

If you didn't buy the dlc the doors to the building are closed and it says to buy the dlc to open them

If you did buy the dlc the doors are just open nothing special

The dlc's in the menu should just say bought or buy now

Some of the areas do look similar such as the School there’s the bridge behind it so it could be past old bridge and so on

yeah like when you approach the door it will bring you to the steam page to buy it

plus if people tried to hack into it if they dont own the dlc the building inside will be invisible like there would be nothing
