You can jump over the fence or go around the back of the school to avoid the intro cutscene and play without spawning the dogs and caretaker. You can’t beat it though, since one of the dogs is required to finish it. You can spawn them in by running to the entrance gate and triggering the cutscene. I encountered this on PS5 and this may have been patched on Steam.
