I think the mayor should have his own side story that would be semi-seperate to the main story. I don't know if it would be something you can only investigate after beating the main game or if you would also be able to do it during the main story after unlocking the mayor's house. I just feel like he's up to some very shady stuff. He's clearly part of some forest protector cult, and whenever he catches you, it looks like he's trying to murder you. He's up to no good, and I think it would be a cool idea to expand on it. Plus, besides the tapes, there's no side quests which you guys said would be in the final game. I don't know if you guys just ran out of time and didn't want to delay the game again (which I understand). The mayor seems like a great start for a side quest/investigation. He seems almost as creepy as Mr. Peterson, if not more creepy.
