In the DLCs, the game is forced to pretty much make it so that you can only complete it if you've done everything. So why not in the main game, since you can just bypass the code locked safes with ease. (Especially the ones with the end goals, like the Taxidermist safe for example)
This will extend the gameplay. However it will mess with the speedrunners.

Criticism for games are for the purpose of improving or changing the game, or a future game, for the better. Forced progress is a good thing.

I do think that making the codes take more effort on future playthroughs is important, but personally I think it'd be better to just randomize the codes. I'll take what I can get.
