After you feed Skipper's dog with the steak from the Mayor's grill, and when you grab the shovel to dig up the scepter needed for the statue it flies to sky sometimes you can be able to find it since it's so close but at some times it flies so high and goes down really fast you can't find it I get that you can restart your last save so that helps too I guess.
