I encountered this bug on Steam on PC. This is after the release of Patch 3 (good job on the update btw). During the first nightmare of the game where Quentin uses a flashlight, the flashlight he uses in the cutscene does not emit light. I have my graphics settings at max and the latest drivers installed. I am using an RTX 2060 graphics card.

Yes, I think it's a problem with the game itself, as it also doesn't emit light on high end graphics cards
If you mean the cutscene where the Neighbor is under Quentin's bed I think it's not supposed to emit light. Quentin tries to use it and no light comes out, then he gets scared and drops it and then he wakes up

except before Patch 3 it did emit light, this is only an issue after the most recent update. It also makes it seem really weird how Quentin slowly points the flashlight around the room as if there is light coming out.
No it is supposed to emit light, since when he drops it you can have a quick glance on the flashlight's light, in which is actually a yellow, not gray
