How are you going to have same skilled players in the same lobby when sometimes there are barely any players in lobbies at all

I get what you're saying but I'd wait to see how SBMM is implemented first. I don't think the addition SBMM necessarily means it will only start games once it has found a full lobby of players at the same skill level. The game might do its best to search for lobbies with players in the same rank, but if it can't find any lobbies containing those players, it could instead place you into a random lobby. (higher or lower skill levels) So you aren't stuck in purgatory waiting for a full lobby.
