The neighbor chasing a kid in ghost form will get shock of the lights and knocked back in a short distance if the kid toggle his flashlight toward him or his closest light source. He can still get close to the kids when his flashlight is already on, he just get shock if lights turn on suddenly. Otherwise i think turn on ceiling light will get his ghost form a flash bang like Team Work or make him stun (but not losing health) is enough. This suggestion is for balancing Ghost since it's impossible to escape him chasing alone even when you have chocolate bars.
Bonus: or Ghost form should lose ability to hear (deaf) or gets decreased in his hearing ranges.
#Ghost will get knock back from a nearest light source if it suddenly toggled on.
