shovel glitched

My friends shovel fell through the map and it isn't respawning. He had to restart the whole game when he was on act 3.(hello neighbor 2)

I am not restarting the whole game and I don't want to restart the whole act either

ok I saw someone else say it was in the first house and I found it in the safe in the living room
