Every time I exit to the main menu or quit the game, any progress made in the DLC is lost. I experienced this on the Late Fees DLC, and on PlayStation 5. Is this intentional?

If you already own DLC, open the game and select Add-ons. Then press Play.
Note: Check the DLC is installed and play on the account you purchased the DLC on.

Hi! We are currently aware of an issue with players that purchased the Deluxe edition/DLCs on PS4 being prompted to repurchase them ("Get it now" message).
