Maybe this'll work for you because it worked for me. First go on the Hello Neighbor page in your steam library, click the little settings gear on the right and then go over to manage and select browse local files. Once you're looking at your game files, open the "Engine" folder, then the "Extras" folder, then the "Redist" folder, then the "en-us" folder. Once you're in the "en-us" folder you should see something called "UE4PrereqSetup_x64", you're gonna wanna open that and ensure you have installed that.
Once you've done that then try this:

  1. Open the System menu in Settings with ⊞ Win+Pause
  2. Select Advanced system settings
  3. In the new System properties window select the Advanced tab and click the Environment Variables button
  4. In the System variables section click the New button and enter these values:
    Variable name: OPENSSL_ia32cap
    Variable value: :~0x20000000
  5. Reboot or sign out/sign in.
