I recently finished the game getting the option to explore the town in free play, the hello copter and the controller was gone after this. After a while even though the hello copter was not there I got the ability to pick it up regaining it but to this moment in time the controller is still missing so I can not use it at all.

Turns out the way to fix it was by disabling that DLC, opening the game, closing the game then re-enabling it to open the game to the items respawned
