Hello-copter inaccessible?

I see Back to School, Late Fees, and Hello-copter in the Add-On section, but I can't even highlight it, let alone select it to play.

The Hello-copter DLC isn’t a separate level, it’s just the helicopter item that you get during story mode and free roam
