refund the normal edition, then buy deluxe.
You can refund a pre-order anytime.
It will take about 1-3 hours for the game to be refunded, then a day for the money to arrive

Just do it anyway, that guideline is for games, not pre-orders.

I had my normal edition since april 7th but refunded it a week ago, it works.

the game should be removed from your library about 1-3 hours after submitting the refund, then you can buy the deluxe edition (but the money will only come in 24 hours.)

Steam doesn't charge you for refunds. It says the price you will receive after refunding, nothing you have to pay.
