the steam vr thing is most likely a glitch, it automatically opens when you open an aplication made with unreal engine that has not configured VR yet (Obviously, if you have steam VR). This happens with the hello guest prototype, steam vr opens when you open hg, and if you try closing steam VR the aplication will also close.
