@dire breach You can try to set your ingame fps-lock to something below your average FPS. Like if you have 40-45 fps, try setting FPS Lock to 30. I have same spikes on my Win7 PC with unlocked (unlimited) ingame fps, but the game runs smooth when fps-locked.
