honestly i think there are 3 things that could be done to make playing as the neighbor a lot more fair

1, fix item spamming and stun locking. shouldn't be too hard. 2, fix the skips in every map. 3, lower the spawn rate of keycards
this way the problem of fights being in favor of the kids is mostly fixed (a brave nerf is still in order though) and the progression is more balanced to allow the neighbor to actually come up with strategy
