Just in case it's not clear, two keys are sitting on the fence pillar. I discovered you can actually reach this spot from the ground floor water tanks. You can jump onto the stone fence and move along it.

People keep telling me a crow will spawn for stashed keys, but I've never seen it. Don't believe crows appear anywhere but spots where keys would normally spawn

they do spawn for any keys that are needed but probably shows every key in their normal places before locating moved keys

it's been in the game since forever, but all of the keys have to be out of their original locations for it to move
i've seen it a lot, for instance a key was dropped in the lobby and the crow appeared in that room

I beleieve a crow would spawn in the lobby, but I doubt they would on various spots along the stone fence perimeter

@frozen totem the crow would spawn in any place where you drop the key, even if key is outside the game border. But crow shows you keys in priority. Firstly crow will show you required keys that is in the house. If there is no required keys in house, crow will appear direct under key which can be located anywhere.

Just theorizing here: In a standard 6 padlock game, the map spawns 12 keys, 4 gold, 4 blue, 4 red. The padlocks are random, with restrictions; there must be at least one padlock of each colour present. At least one gold, one blue, one red. That accounts for 3 of 6 padlocks. The remaining 3 are perfectly random. So you could end up with one gold, one red, four blue.
