Come in C:\Users\ (user) \AppData\Local and delete the "HelloNeighborReborn" folder. After, enter the game AND VERY CAREFULLY change the settings. set the resolution to 1080 and full screen. then quit the game. and open it again.
it should work.
since AppData is a hidden folder.
