Tbh I don't see a point focusing on what things are supposed to be. It's been inconsistent, so.. the books are seperate from the games because they're made by different people :/
It is really weird though how the first book was describing alpha 1 or pre-alpha, alpha 4 (as closest guesses) and then it becomes basic act1/tutorial house....

hello neighbor was at first released on Xbox and PC only. later on, it got ported to the other consoles. Secret neighbor will launch only for Xbox and PC, but maybe it will get ported to those other consoles.
