I agree 3.1 is too overwhelming with hidden conditions and lack of explanation by councilors in 3.1.
One feature I actually like in 3.1 update was before signing RRP decrees like free press or inheritance tax, Hugo goes to you and consults you on why you should or should not pass the decree.
Here's my idea: Instead of having to overhaul the entire dialogue to show hidden conditions, how about if you sign Zpana Dam, Elena will consult you what the Dam synergizes with (Ex: she'll bring up to Romus that you should also invest into Timber industry to help synergize with Zpana Dam, giving you 1 turn reduction to rebuilding sanctuaries, helping you solve the religious groups not giving money problem).
Or if you sign Zille Intelligence Hub, Lucita will consult to you on the benefits for building the hub which she hints of loose trails tied to Rusty she hasn't proven yet, making you know you can nationalize Rusty's company beforehand.
Even doing Geological survey, Elena will go to you and explain what resources you can find once the decree is signed like gold, oil, and coal which she says that if you build all three of them, triggers a economic synergy that significantly raises tax revenue on all three provinces of Rizia.
Everyone wins. New players get to fully understand what each decree does if they have councilors explain the benefits to them personally while Devs can avoid angering their fan base by adding new synergy options into Rizia. Only downside is going through a chonk full of dialogue but with the new dialogue skip feature added to 3.1, will be less of an annoyance to experienced players and educate new players the mechanics of Royal Decrees in Rizia DLC.
Torpor devs reading my post, I suggest adding new feature: Councilor conversations to royal decrees. If this feature is implemented, 3.1 no longer becomes a easy game nor a hard game but a intriguing game where each councilor can help you throughout your reign.
