So last time I checked, the decision on whether to fund either or both Wruhecist/Dastnurist sanctuaries had to be made Turn 1, as part of a conversation. However in the latest patch notes:
Made Plavo and Sallabes sanctuary constructions floating post turn 1 scene

Does this mean if you decide not to fund them in that conversation Turn 1, they will be available to fund as decree decisions later or something? The language isn't very clear.

Last time I checked they were available as decrees after the conversation but cost 1 authority per sanctuary instead
