Again, sometimes VAs have to be changed, often for reasons out of their control, that does not then somehow affect the quality of the character writing in a game or show. The only reason why Truth was so different was because the writers decided to actively write the character differently, regardless of the VA change

He did not have a plan to hide away. If you're expecting him to come back with a secret Covenant fleet or something, Palpatine style, I'm afraid you'll be disappointed

Doesn't seem to be either.

There's a section between the cockpit and troop bay that isn't present on any visually identified Pelican models.

Though I do think we can pretty confidently say it isn't a 79 series, since it has an angular framed canopy instead of twin bubble.

Overall design would suggest it's closer to a 77 type but until we have more official info it basically amounts to just being an unidentified model.
