Some of civvie groups seem to get stuck in some specific spots and form mega blobs, some just seem to hang around area indefinitely etc.
In the screenshot with landing pads the pads were placed after the civvies were already there hanging around/stuck, they would walk up to helicopters but never board.

Here, the civilians in Peak Point seem to have disappeared on every save i had even the ones i know for sure they were there, though they still seem to be counting towards the zone population. The ones in west side of Industrial are still there as far as i can tell.
